Key Ideas:

Currently, Russia pays special attention to the goal of launching the economic growth. That’s why any initiative should be carefully analyzed for socio-economic consequences. And the national climate policy is no exception. The set of climate-oriented solutions is wide enough, but the key measures are: Energy efficiency, Electric cars, Renewable energy.

Usually economy modelers do not take into account important features of energy systems. At the same time, for energy modelers it doesn’t matter if economy can afford their scenarios. Input-Output approach is a good way to create the linkages between economy and energy sector.

Estimates shows that: 1) energy efficiency is good CO2 mitigation measure but it depends on the investments and positive economic activity; 2) decrease in imports dependence is a crucial for low-carbon solutions (like electric cars and renewables) to be economically effective in Russia.

We get very simple, but really important conclusion: sustainable and dynamic economic growth may be the most effective way of successful energy transformation and CO2 emissions mitigation in Russia.

Inforum, or Interindustry Forecasting at the University of Maryland, was founded nearly 50 years ago by Dr. Clopper Almon, now Professor Emeritus of the University. It is dedicated to improving business planning, government policy analysis, and the general understanding of the economic environment.

The host side was the Institute of Economic Forecasting of the Russian Academy of Sciences. IEF RAS specializes in fundamental, applied and exploratory scientific research in the field of analysis and forecasting of the socio-economic prospects of Russia and its regions, and the development of recommendations and proposals with a goal to improve the quality of economic policy in Russia. Climate agenda:

The climate agenda has become one of the key factors in the development of socio-economic and energy policies in most countries of the world

Russia has signed but not yet ratified the Paris Agreement.

Currently, Russia pays special attention to the goal of ensuring the sustainable economic growth. That’s why any initiative is carefully analyzed for socio-economic consequences. And the national climate policy is no exception. Russia cannot afford the measures that excessively limit the growth potential of its economy.

Climate policy is always aimed at the restriction of CO2 emissions, which appear when carbon-containing energy resources are consumed. The set of solutions is wide enough, but the key measures are:

• Energy efficiency
• Electric cars
• Renewable energy
